Here Are Cannabis Control Agency’s Top 5 Buys for IT Services

From Jan. 1 through Dec. 1, the California Department of Cannabis Control’s single largest expenditure for IT services was $30 million with Metrc LLC for the state’s track-and-trace system, which documents the movement of the commodity from seed to sale.

The state Department of Cannabis Control spent almost $33 million on its five largest purchases of IT services from Jan. 1 through Dec. 1, according to a state database.

The bulk of that was a $30 million contract for California Cannabis Track and Trace (CCTT), the system that all statewide cannabis licensees use to track the movement of cannabis and cannabis products through the supply chain. This is known as “seed to sale” tracking. The CCTT contract is with Metrc LLC, awarded after a competitive formal bidding process and scheduled to run from July 1 through June 30, 2022.

The next four largest contracts, according to the State Contracting and Procurement Registration System within the Financial Information System for California, were:
  • $1,799,910 for system integration consulting services, awarded to Visionary Integration Professionals (VIP) under a master agreement. The contract runs from July 1 through March 14, 2022.
  • $479,910 for IT consulting services for the Manufactured Cannabis Licensing System (MCLS), awarded under a master agreement with Deloitte Consulting, in a contract that runs from July 1 through June 30.
  • $365,769 for Accela software consulting, also awarded to VIP through an IT Master Service Agreement contract, in a contract that runs from July 1 through March 22.
  • $317,000 for ENS-Inc to provide Microsoft Office 365 migration services, awarded under a California Master Services Agreement in a contract that runs from July 1 through Jan. 31.

Including the $30 million contract with Metrc, the five largest purchases of IT services in the first 11 months of 2021 totaled $32.9 million.
