Here Are Secretary of State’s Top Purchases of IT Services in August

The California Secretary of State’s Office’s five most expensive purchases of IT services in August nearly reached the mid-seven figures, with two related to modernizing aspects of the voting process.

A major state entity made 20 purchases of IT services in August, spending millions on its five most costly expenditures.

The California Secretary of State’s Office spent nearly $4.3 million — $4,275,161.90 to be precise — on its five most expensive purchases of IT services. Here, with rounding, is where that money went, based on data in the State Contract and Procurement Registration System:

  • $3.2 million to KPMG for “FY 21/22 encumbrance for agreement ... .” The exact nature of the agreement is unclear, but the company’s global network provides a variety of advisory, audit and tax services. SOS made the purchase Aug. 31.
  • $400,000 to Elyon Enterprise Strategies for “CARS Advisory Services.” That’s likely a reference to the CAL-ACCESS Replacement System Project, which kicked off in July 2018. SOS made the purchase Aug. 30.
  • $297,000 to Infinite Solutions Inc. for “FY 21/22 – Carlos Armenta,” an engagement during the 2021-2022 Fiscal Year, which began July 1. SOS made the purchase Aug. 31.
  • $250,000 to InteGreat Experts LLC for “IT consulting services for an election management system ... certification manager to provide support for the VoteCal system ... .” SOS made the purchase Aug. 2. In May, SOS issued a request for quotation seeking a vote-by-mail ballot tracking system capable of working with VoteCal, the statewide voter registration database.
  • $149,000 to InterVision Systems for “IT consulting services FY 21/22 funds being added per amendment ... for CARS OCM consultant ... .” That’s another purchase related to the CAL-ACCESS Replacement System Project, possibly around organizational change management. SOS made the purchase Aug. 10.
