Higher Ed Exec Armstrong Moving to University IT Role

Tamara Armstrong, a veteran technology leader in the California public sector, will be the next vice president and chief information officer for Loyola Marymount University.

Tamara Armstrong, associate vice chancellor and chief information officer for the Sacramento-based Los Rios Community College District, is moving to a similar leadership role with a Southern California university.

Armstrong will be the new vice president of IT Services and the CIO for Loyola Marymount University beginning Aug. 1.

Armstrong oversaw IT strategy, security, programs, policy and systems for Los Rios, which serves more than 75,000 students and 6,000 faculty and staff across 22 locations. Before that role, she had held various IT management and executive roles in state government, including as a project manager and director, chief information security officer and deputy chief project officer.

“I am thrilled that Vice President Armstrong will be joining LMU’s team,” Executive Vice President and Chief Administrative Officer Lynne Scarboro said in a news release. “Her record as a bold and effective advocate for the priorities of students, faculty and staff will advance the technology and security needs of our university community.”

In her role at Los Rios, “Armstrong implemented districtwide strategic planning processes and developed several innovative projects to bring students into the design process and implementation of IT services, including equity-minded business processes and technology and student-led tech support,” the release said. LMU described Armstrong as “an accomplished and dynamic leader in higher education technology.”

“I am humbled to take on this role at LMU, an institution with a longstanding reputation for academic excellence,” Armstrong said. “Students learn how to take care of others by experiencing how their institution takes care of them and seeing how their institution serves others. By educating and caring for our students while also serving communities beyond the bluff, we are truly creating the world in which we want to live. Armstrong earned a master’s degree in business administration from National University and a Bachelor of Science in finance from CSU Sacramento. She holds several professional certifications, including Agile Certified Practitioner and Project Management Professional, both from the Project Management Institute.

In a LinkedIn post about her move, Armstrong wrote: “I am ecstatic to join the Lion pride and serve students by advancing the vision, commitments, and spotlight initiatives detailed in LMU’s strategic plan. I would like to express my deep appreciation to the Los Rios CCD leadership, faculty, and staff. I am honored to have partnered with this talented and dedicated team to positively impact the lives of students across the Greater Sacramento region. I am also grateful for the opportunity to meet and collaborate with so many people and organizations across the Sacramento region in service of our students. I am looking forward to maintaining my Sacramento connections and building many more in the L.A. area.”
