Highway Patrol Opens Recruitment for Chief Technology Officer

The CTO will work closely with the chief information officer and the commander of the Technology Infrastructure Section to execute the IT strategic plans and road maps to support the department’s business needs.

The California Highway Patrol is recruiting for a chief technology officer (IT Manager II) to oversee “critical and often highly sensitive information technology projects, infrastructure, and applications” for the department.

According to the job posting, the CTO will have “full management responsibility for planning, organizing, directing and coordinating” the Information Technology Section, working closely with the chief information officer and the commander of the Technology Infrastructure Section to execute the IT strategic plans and road maps to support the department’s business needs.

The incumbent has “full management responsibility for three groups, including the Software Development Group, Technical Services Group, and Project Management Group, comprising more than 80 staff members … charged with the development, maintenance, and support of critical and sensitive intra- and inter-departmental projects for the department.”

The CTO’s duties fall into these areas:
  • Business technology management (25 percent)
  • IT project management (20 percent)
  • Business management (20 percent)
  • Client services (10 percent)
  • Information security engineering (10 percent)
  • Other (5 percent)

Desirable qualifications, according to the posting and duty statement, include: “Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success. Knowledge of development techniques and methodologies, experience with project scheduling and tracking tools, experience writing user documentation, and the ability to provide exceptional customer service. Demonstrated knowledge of state policies, rules and standards relative to the state’s information technology and digital services practices. Experience with forecasting and managing a complex budget. Should be dependable, accurate, and team oriented.”

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is Sept. 5.
