In RFPs, Judicial Council Seeks System Integration, Recruitment Assistance

The Judicial Council of California has released two requests for proposals seeking IT vendors to provide integration support for a key system that provides payroll and benefits services used by 58 superior courts; and employment recruitment software application and maintenance services.

The entity that’s the policymaker for the state’s court system is seeking the assistance of IT vendors in two areas.

In two requests for proposals (RFP) released Monday, the Judicial Council of California (JCC) is seeking Phoenix Systems, Applications and Products (SAP) System Integration Support; and its Human Resources Division is seeking “Internet-Based Employment Recruitment Software Application & Maintenance Services.” Among the takeaways:

  • The JCC’s Administrative Division, Branch Accounting and Procurement Office, Trial Court Administrative Services maintains the Phoenix Program; the state’s 58 superior courts generate the system data and are its primary users. The Phoenix Shared Services Center and its Center of Excellence provide services including payroll, benefits, and policy and procedure formation. The former offers local courts centralized administrative services; the latter handles the system’s “systematic deployment, maintenance and operation … to the trial courts,” according to the RFP. The JCC is seeking to contract “with a single organization that will provide experienced and knowledgeable consultants to … assist” in providing those services. Consultants must have at least 10 years’ experience “in support of a mature SAP installation” like the Council’s current installation. They will “engage in knowledge transfer activities to promote Judicial Council’s goal of achieving … independence in maintaining and developing the Phoenix System.”
  • Questions on the Phoenix Systems system integration support RFP are due by 3 p.m. Feb. 11; answers will be posted Feb. 26. A pre-proposal conference is scheduled for Feb. 18. Proposals are due by 5 p.m. March 18. It’s estimated interviews will be scheduled March 29-April 9; and proposals will be evaluated March 22-April 23. A notice of intent to award is expected April 30. The contract value isn’t provided, but it will be a roughly three-year term, estimated to begin June 7 and end June 30, 2024.
  • With regard to its software application and maintenance services RFP, the JCC seeks proposals from contractors “with expertise in providing an Internet-based employment recruitment software application” to members of its Purchasing Group — which are state superior courts. Subject to Council approval, contractors may team with subcontractors. The courts need “… an Internet-based employment recruitment software application (as needed per court)” to publicize job openings and to receive, store and process “qualified applications.” The JCC seeks capabilities including the ability for applicants to upload application materials; a central repository for court applicants statewide; the ability to define security levels and access; automatic applicant screening and test processing; the ability to track background check results and time-to-hire; and the ability for court employees to search the applicant database.
  • Questions on this RFP are due by 3 p.m. Feb. 10 and answers will come Feb. 19. Proposals are due by 3 p.m. March 5 and should be evaluated March 8-19. A notice of intent to award is expected April 21, and the contract is estimated to start July 1. A contract value isn’t stated; however, this will be a three-year pact with two one-year options to renew, on the part of the Council.
