Kathy Owen chosen as new CIO for state water board

The California State Water Resources Control Board has chosen Kathy Owen as the new CIO and deputy director of the Information Technology Division. Owen began her career at the State Water Resources Control Board in January 2009 as the manager of the Project Management Unit, while also working with the California Environmental Protection Agency (CalEPA) as the Project Manager for Agency-wide projects.

Owen then acted as the CIO for the Department of Toxic Substances Control before returning to the Water Resources Control Board as the assistant deputy director for the IT division. In January she was promoted to her new position in charge of the division.

"I am excited to return to the Waterboards with the additional knowledge I have gained," Owen said in an email. "I feel especially fortunate that we have a great IT team, and I am proud to be a part of their future successes."

As deputy director of the IT division, Owen said that she plans to work with many different departments.

"One of the projects that excites me is determining how we can leverage efforts across the Boards, Departments and Offices of CalEPA to accomplish more in terms of both quantity and quality," Owen said in the email.

The Water Resources Control Board and its nine Regional Water Quality Control Boards are a part of CalEPA and work to protect water quality in both the state and in different specific regions of California. The regional boards develop water allocation plans, issue waste discharge permits and monitor water quality.
