The Financial Information System for California (FI$Cal) is seeking to fill the role (Career Executive Assignment) long held by Subbarao Mupparaju, the award-winning CIO who helped FI$Cal Director Miriam Ingenito lead the department through a major transition, which was recently completed. Mupparaju is now CIO for the state Department of Housing and Community Development.
As FI$Cal onboards the last few agencies into the state’s integrated financial accounting system, it continues its search for a CIO as well as for a chief information security officer.
The CIO is responsible, according to the job posting, for IT strategic planning, policy development, goal setting, management of enterprise architecture, information security, applications services, technology and infrastructure services, and department legacy systems interfaces.
“As CIO, the incumbent implements FI$Cal’s (IT) policies throughout the statewide systems, and in collaboration with other government organizations, state agencies CIOs, Office of Chief Information Officer, and California Office of Information Security on statewide information technology policies and plans,” the posting says.
Desirable qualifications for the position include:
- Demonstrated well-developed project management and software development life cycle knowledge, skills and abilities. Experience and understanding of the application and principles of project management for large and complex IT projects.
- Experience in directing the effort to acquire, implement, operate and maintain IT infrastructure, including the data and telecommunications network for projects/departments of significant size and scope.
- Experience in collaborating with control agencies, departments and oversight entities.
- Experience implementing cloud technologies, robotic process automation and artificial intelligence.
