The state’s “comprehensive planning agency” advises the governor, state agencies and other stakeholders on planning and land use, climate risk and resilience, “high road” economic development, and long-range research. The office assists the governor and administration in planning, research, policy development, and legislative analysis.
“OPR formulates long-range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection,” according to the duty statement.
The CIO will have “overall responsibility for the IT activities that support OPR’s critical lines of business, which includes IT Project and Portfolio Management; Network and Client Services; Web and Application Development; IT Procurement and Contracting; IT Infrastructure, Security and Privacy Services; and Fiscal Operations,” according to the job posting.
The position — technically “assistant to the governor” — is equivalent to a Career Executive Assignment (CEA) job classification.
Desirable qualifications for the role include:
- Experience formulating, implementing and evaluating IT initiatives and policies.
- Experience at the managerial level in strategic planning and performance management, including benchmarking and organizational development.
- Strong leadership and management team experience demonstrating an ability to create a clear vision, set goals and expectations, motivate initiatives at all levels, and exercise sound judgment in developing and managing IT systems.
- Experience performing large-scale IT program management.
- Experience in contract negotiation, contract management, state IT procurement, Service Level Agreements (SLAs), and Change Control Management.
