L.A. County Supervisors OK Asset System Overhaul

The Board of Supervisors voted unanimously this week in favor of a nearly $1.5 million contract to replace the Department of Mental Health's Public Guardian Client and Asset Management System.

The Los Angeles County Board of Supervisors unanimously voted in favor of a contract to replace the client and asset management system used by the Department of Mental Health (DMH).

The motion would grant the department’s director, Lisa H. Wong, the authority to proceed with a three-year, sole-source contract with Panoramic Software Inc. to replace the Public Guardian Client and Asset Management System (CAMS). The contract is valued at $1,458,000 and will be funded by 2011 realignment — mental health revenue.

The Office of the Public Guardian, within the DMH, provides conservatorship services for individuals who cannot care for themselves or their finances. CAMS, which was originally created by Oracle, dates back to 2011 and will not be supported after December 2024.

In a letter to the Board of Supervisors, DMH officials explained that the current system had reached the end of its operating life and could pose information security risks due to “antiquated technology.”

“… DMH must implement this new system before the contract with Oracle expires. Approval of the Sole Source contract will allow PG to replace the CAMS before it reaches end-of-life,” officials wrote in their recommendation to the board.
