Becker most recently served as deputy commissioner of administration at the Colorado Behavioral Health Administration, overseeing technology and data systems, finance, HR, communications and 988 crisis response operations. Prior to that, he spent four years as chief of innovation and technology at the Washington State Department of Health, where he led digital transformation efforts including the turnaround of the HELMS case management platform and the launch of WA Verify, a digital vaccine credentialing system developed with MITRE.

His earlier work at Harris County Public Health in Texas included roles as chief operating officer and chief financial officer before becoming the department’s first non-physician deputy director. There, he led efforts to expand services for 5 million residents via mobile health units and launched PHI Lab, an internal innovation accelerator that contributed to the department receiving national recognition from the National Association of County and City Health Officials.

Becker’s experience also includes standing up a project management office at Harris County Flood Control District and prior corporate roles at Texaco and AT&T. He holds certifications in Microsoft systems engineering, project management, ITIL and Lean Six Sigma, and brings deep expertise in program delivery, data governance, AI ethics and strategic partnerships with organizations such as the Centers for Disease Control and Prevention, Microsoft, AWS and Salesforce.

“I’m excited to join Slalom as industry lead for public health, where I’ll help drive growth in state and local initiatives focused on delivering impactful, tech-enabled health outcomes for communities,” Becker said in a statement to Industry Insider. “What energizes me most about Slalom is its human-centered, humble and collaborative ethos — reflecting the innovative cultures I’ve helped shape at WA DOH and Harris County. This alignment fuels my passion for transformative consulting at scale in public health.”

Becker, now based in Denver, said the new role offers an opportunity to apply his background in tandem with Slalom’s technical capabilities and strategic relationships.

“With over 20 years of experience in program delivery, data governance, AI ethics and cross-sector partnerships, I’m eager to combine my expertise with Slalom’s strengths in cloud, Data/AI, CRM and industry leading strategic alliances,” said Becker. “Together, we’ll accelerate interoperable solutions and resilient infrastructure to meet rising demands in an era of ever-changing challenges and constrained budgets.”
