Marnell Voss has been appointed acting deputy director of the Statewide Technology Procurement Division (STPD) at the Department of Technology (CalTech), spokesman Anthony Lewis confirmed on Tuesday.
Voss started in her new role on Monday, filling the vacancy created when Russ Guarna left the position in January to join the technology trade association TechAmerica.
Voss is "on loan" from California Correctional Health Care Services (CCHCS), Lewis said in an email. She has worked for the state for more than 20 years, 15 of which she spent at the Department of General Services (DGS) as an IT purchasing manager. Her most recent job was reviewing medical contracts for the Receiver’s Office at CCHCS.
Created last July under the Governor’s Reorganization Plan (GRP), CalTech oversees the STPD which has authority over the procurement of major IT projects in California. Follow up legislation related to the GRP, AB 1498 (Buchanan) moved the program under CalTech, with DGS retaining the authority over commodities and leveraged procurement vehicles such as Master Service Agreements, California Multiple Award Schedules and the Western State Contracting Alliance.
