Marnell Voss Named Deputy Director of CalTech Procurement Division

As deputy director, one of Voss’ responsibilities will be partnering with the Department of General Services on IT policy and procedures, and defining responsibilities between the two departments.

The California Department of Technology (CalTech) is keeping Marnell Voss as its procurement chief, a role she has filled in an acting capacity since March.

CalTech announced in a memo last week that Voss is the department’s new deputy director of the Statewide Technology Procurement Division (STPD). Voss has worked for more than 20 years as a state employee in positions of increasing responsibility with the Department of General Services (DGS), California Correctional Health Care Services, and now the Department of Technology.

As deputy director, one of Voss’ responsibilities will be partnering with DGS on IT policy and procedures, and defining responsibilities between the two departments. Procurement authority for telecommunications and large "non-delegated" IT projects previously rested with DGS, but those responsibilities were transferred to CalTech as part of the governor’s 2012 Government Reorganization Plan.

On July 18 the State Personnel Board approved CalTech’s request to elevate the deputy director of its Statewide Technology Procurement Division to a Career Executive Assignment (CEA), a move officials said would give the position more authority and enable more interagency collaboration as the state continues to revamp its IT procurement processes.
