Department is actively recruiting for a new CIO
California Employment Development Department’s former CIO Mike Howland, recently moved into the department’s chief deputy director role in a move the department is calling a "new challenge" rather than a promotion, will likely leave the position by February 2013 and return to retirement, an EDD spokesperson said via email Tuesday."This was not a promotion but rather a new challenge for Mike," said Loree Levy, deputy director of public affairs, in an email. "Our Chief Deputy Director position here at EDD has been vacant for a while and Mike’s 21 years of experience with EDD helped him step into this new organizational management position and immediately start contributing."

Howland has worked as a retired annuitant since joining EDD as CIO in August 2010, according to Levy.
Howland’s position as chief deputy director was approved by the state Labor and Workforce Development Agency and, according to Levy, is not affected by language in the state budget restricting the use of retired annuitants.
The department will appoint a permanent chief deputy director after Howland goes back into retirement, according to Levy. Meanwhile, EDD is conducting interviews to fill the IT Deputy position with a candidate with strong leadership skills and a vision for IT as soon as possible.
With one of the largest IT programs in state government, EDD purchased more than $80 million in IT goods and services in 2011, according to state purchasing records.
The department administers the unemployment and disability insurance programs and collects various employment payrolls taxes, among other things.
