Ragan takes over for CIO Jon Gjestvang, who retired in February and was briefly replaced on an interim basis by county Deputy CIO and CISO Greg Bown. Bown will return to his former role overseeing cybersecurity operations.

Ragan most recently served as the county’s digital innovation officer, a position she accepted earlier this year. She also held other positions with the county, including webmaster and Emergency Operations Joint Information Center manager.
“Technology holds tremendous power to transform how government serves its people,” Ragan said in a statement. “My vision is to make government more accessible, responsive and human. I’m excited to continue fostering a culture where innovation supports the people behind the services — staff and community alike — and ensures that technology strengthens connection as much as it drives efficiency.”
While in the private sector, Ragan held multiple technology-based roles with eWinery Solutions, including director of product and client services, senior project manager and special projects, among others.

Ragan holds a Master of Public Administration with a concentration in emergency and disaster management from American Military University.
