OTSI is seeking a chief to oversee the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) Project, which oversees the prime system integrator vendor that handles the maintenance and operations of the CalHEERS system.
Candidates should have expertise in these areas, among others:
- Leading requests for proposals (RFP) and requests for offers (RFO) and performing cost and time estimations using structured methodologies
- Planning, budgeting, communicating, managing and overseeing the system integrator RFP
- Providing team leadership and direction, reviewing the team’s work, verifying compliance with requirements and ensuring that best practices and standards are followed
- Communicating appropriately for the needs of the audience, both internally with other section chiefs and externally to customers and control agencies
Enterprise Solutions Alignment Support Manager (IT Manager I)
$9,114 to $12,213 per month

The manager will oversee the Enterprise Solutions Alignment Support (ESAS) Unit, providing planning, oversight and operational support for CalHHS’ IT portfolio. The incumbent, who will report to the deputy agency information officer, ensures alignment with the agency’s IT and Data Strategic Plan and supports complex, high-priority projects. The manager supervises a team of IT professionals, ensuring high-quality outputs and assigning and reviewing work to align with agency priorities.
Additional duties of the role include:
- Coordinating the CalHHS Strategic Portfolio Management Program, focusing on high-risk and strategic projects; and overseeing planning, monitoring and oversight activities to ensure success
- Designing, developing and improving project and portfolio management tools and practices to ensure efficient operations and risk mitigation
- Working with CalHHS departments, state control agencies and other stakeholders to align IT initiatives with strategic priorities
- Monitoring project performance, identifying risks and proposing solutions to improve outcomes; and leading retrospectives and sharing best practices to inform future efforts
