Pre-Solicitation: Cannabis Control Seeks New Tracking System

The Department of Cannabis Control is looking to build a new system to help its law enforcement arm track investigations into illegal commercial activity.

The Department of Cannabis Control’s (DCC) Information Technology Services Division has issued a pre-solicitation package for a Cannabis Law Enforcement Activity Tracking System (CLEATS) solution.

According to the DCC website, the agency is responsible for regulating the growth, manufacturing, transportation, and labeling and sale of cannabis plants and related products.

The system, as the name implies, will be used by the agency’s Law Enforcement Division (LED) to track investigations and actions related to “large-scale operators and criminal enterprises engaging in unlicensed distribution, manufacturing, retail, and indoor cultivation.”

The system will also be used to support DCC’s state and local law enforcement partners with enforcement efforts around unlicensed outdoor cultivation and other illegal commercial operations.

“The objectives of LED’s work are to protect public safety, address environmental harm, and make it more expensive to operate in the illegal cannabis market,” the request for information reads. “To support these efforts, a new law enforcement case activity tracking database is needed to track the workload associated with the activities it conducts, consumer complaints, investigative activities, reporting, as well as other oversight and administrative tasks.”
