Riverside County Advances Several Tech-Related Projects

The Riverside County Board of Supervisors recently approved new funding for several IT projects throughout the jurisdiction. Unrelated to that action, an RFP has also been issued for a new infrastructure management platform.

The Riverside County Board of Supervisors approved several tech-related items at this week's regular meeting. These included funding for an outdoor alert and warning project, an election security upgrade, and a master agreement for Microsoft Active Directory synchronization services. There is also an ongoing procurement worth watching.

The board approved $850,000 in additional funding for the ongoing San Jacinto Mountain Region Outdoor Alert and Warning Project. The multiphase project was initially approved in September 2021 as a means of enhancing public safety alert capabilities in the communities of Anza, Fern Valley, Garner Valley, Idyllwild, Mountain Center, Pine Cove, Poppet Flats and Pinyon Pines.

When complete, the system will include high-decibel speakers in 28 locations and will use GIS software to determine the location of threats and vulnerable populations. It will also integrate with the existing county warning system, Alert RivCo.

According to board documents, the planning and design phase of the project has already been completed.

The board also approved changes to a master service agreement with Microsoft Corporation for Active Directory Synchronization Service (ADSS) that will serve the IT Department (RCIT), District Attorney’s Office, Assessor-County Clerk, Riverside University Health System and the Sheriff’s Office. The amended contract includes $223,655 that will be paid equally from each department with a contract term of June 1, 2025, to May 31, 2028.

The board action does not require a competitive bidding process.

The supervisors also ratified and approved a contract with SAS Integrated LLC to provide license and support services for Honeywell Pro-Watch software, which is used for the employee badge access system across county facilities.

The total contract value is $658,728 and extends from May 1, 2025, to April 30, 2026, with the potential for additional extensions for up to four years.

In a similar vein, the county’s Registrar of Voters Gateway Building will see an additional $12,377 in funding for an ongoing project to secure the building. The project was initially approved in September 2024 with a budget of $673,750.

Unrelated to the board actions taken May 20, the county’s procurement department issued a request for proposals (RFP) May 19 for an infrastructure management platform (IMP) to track RCIT’s data management efforts.
