Sacramento Airport Seeks Digital Transformation Consultant

The Sacramento County Department of Airports is in the early stages of a significant refresh that would enhance operations at Sacramento International Airport with digital technology.

A major local airport agency wants to hear from vendors as it mulls a modernization.

In a request for qualifications and experience (RFQ&E) released Monday, the Sacramento County Department of Airports seeks information on digital transformation consulting services from private-sector companies. The county department oversees the operations of four airports: the Executive Airport and Sacramento International Airport (SMF), both in Sacramento; Mather Airport, in Mather; and Franklin Field in Elk Grove. The county’s elected Board of Supervisors oversees Department of Airports operations. Among the takeaways:

  • Sacramento County wants to hear from qualified digital transformation consulting firms to help it integrate digital technology into multiple aspects of SMF operations. The scope of work includes surveying existing systems and applications that “could be considered a step toward digital transformation”; and offering advice on possible areas of digital transformation. These areas are predicting congestion based on public flight data and other metrics; providing historic, current and future congestion and wait times, based on data; a digital marketplace for concession holders that includes online ordering and meal delivery to hold rooms; parking reservations; self-service bag drop; gate utilization tracking and prediction; and tracking of aircraft docking and parking, for automated billing.
  • Respondents must describe the work they’ve done in the last five years that shows experience in digital transformation consulting; their services rendered and the contract value; and provide results and/or outcomes achieved. Companies must indicate their approach to this consulting contract and the tools or techniques that would be effective at SMF and explain how they would provide the county with a value advantage in services and technology. Respondents must include a detailed resume for the proposed project manager for this work, including their special qualifications and experience. Experience working at a commercial airport in an “operational public environment on multi-phase construction projects” is recommended. Experience levels for the lead consultant and one additional consultant must also be provided. References for at least five similar clients during the past seven years must be included. Management structure proposed for this project must be shown, with specific staff services clearly indicated. Respondents’ statements of qualifications and experience will ultimately become a part of the agreement awarded if the respondent is picked.
  • The respondent ultimately chosen will enter into a pact for consulting services for a “maximum total payment” of $500,000. The agreement will be for three years with the possibility of extending it for up to two additional one-year periods, or a total of five years, if more time is needed to do the work. The department plans to award an agreement that will start in November or December. Questions on the RFQ&E are due by July 24, and addenda may be issued from July 31-Aug. 2. Responses are due Aug. 14 and interview invitations will follow Aug. 22-25, with interviews Sept. 12-14. A recommendation of award letter will go out to proposers Sept. 22-27, with their selection recommendation presented to supervisors Nov. 7.
