San Diego County DA Issues RFP for Case Management System

Proposals should include the necessary software, implementation and maintenance services, as well as the tools to meet the business and technical needs of the DA’s office, its staff and its criminal justice stakeholders.

The San Diego County District Attorney (DA) has issued a request for proposals for a modern, flexible, cloud-based case management system (CMS) and the software, implementation and maintenance services needed to keep it up and running.

As previously reported by Industry Insider — California, the solicitation had initially been scheduled for release last fall but was delayed. Vendors are advised to register and subscribe on the county’s procurement portal if they haven’t already done so.

The DA’s office is seeking a commercial off-the-shelf or custom solution for replacement of its legacy CMS. The chosen vendor will provide and implement a modern, extendable and flexible CMS hosted on a cloud-based platform. Proposals should include the necessary software, implementation and maintenance services, as well as the tools to meet the business and technical needs of the DA’s office, its staff and its criminal justice stakeholders.

The San Diego County District Attorney’s Office is the fifth-largest district attorney’s office in the nation, with more than 300 attorneys and 1,000 employees. The county’s chief information officer is David Smith, whose appointment took effect in May 2022. Eric Shiotsugu is the county’s assistant CIO.

The Information Technology Division (ITD) of the DA’s office, which has 27 employees, provides technology tools and services, according to the department website. The staff designs, develops, implements and supports all IT hardware, software, business applications and websites.

“The IT Division staff also provides support for prosecution in the courtroom and community outreach efforts,” the site says. “In addition, ITD provides direct support to the City Attorney's Office in their use of the District Attorney's case management system for criminal prosecution.”

A pre-proposal conference is scheduled for 10 a.m. on May 22. The deadline for questions is 5 p.m. May 28, and the submission deadline is 3 p.m. July 8. The contact for this solicitation is Carlos Benitez.
