The San Diego County District Attorney’s Office is preparing to issue a request for proposals for a modernization of its case management system (CMS).
The solicitation had initially been scheduled for release last fall but was delayed. The release is expected to occur this month, and vendors are advised to register and subscribe on the county’s procurement portal soon, in advance of the release of the RFP.
The DA’s office is seeking a commercial off-the-shelf or custom solution for replacement of its legacy CMS. The chosen vendor will provide and implement a modern, extendable and flexible CMS hosted on a cloud-based platform. Proposals should include the necessary software, implementation and maintenance services, as well as the tools to meet the business and technical needs of the DA’s office, its staff and its criminal justice stakeholders.
The award is expected to occur in the fall.
Details about the RFP’s Statement of Work or solution functionality will not be disclosed until the RFP is issued. Vendors are asked to hold all questions and inquiries regarding the details of the RFP until the official release and the subsequent question-and-answer period of the formal solicitation process.
The San Diego County District Attorney’s Office is the fifth-largest district attorney’s office in the nation, with more than 300 attorneys and 1,000 employees. The county’s chief information officer is David Smith, whose appointment took effect in May 2022. Eric Shiotsugu is the county’s assistant CIO.
The Information Technology Division of the DA’s office, which has 27 employees, provides technology tools and services, according to the department website. The staff designs, develops, implements and supports all IT hardware, software, business applications and websites.
“The IT Division staff also provides support for prosecution in the courtroom and community outreach efforts,” the site says. “In addition, ITD provides direct support to the City Attorney's Office in their use of the District Attorney's case management system for criminal prosecution.”
