The chief project officer reports to the chief information officer and directly oversees project managers, specialists and other support staff while working closely with the chief technology officer and other executives.

The California Secretary of State’s Office is recruiting for a chief project officer (IT Manager II) to serve as the project architect for the most technically advanced, highly complex business solutions.

The chief project officer reports to the chief information officer and directly oversees project managers, specialists and other support staff while working closely with the chief technology officer and other executives. The chief project officer will work on solutions involving electronic data processing enterprise platforms, according to the job posting and duty statement.

Responsibilities of the position include:
  • Oversee agency project portfolios;
  • Provide strategic direction and oversight for the design, development, operation and support of the ServiceNow service catalogs;
  • Provide oversight of activities such as procurement, contract management, budgeting, governance and personnel management.
  • The job functions include leadership and oversight (30 percent), project phase management (30 percent), project reporting (30 percent), and communication and tech outreach (10 percent).

Desirable qualifications include:
  • Strong leadership skills in highly complex environments that have competing priorities and demands;
  • Project Management Professional (PMP) certification;
  • Experience using the ServiceNow platform;
  • Administrative experience managing budgets and IT contract management;
  • Ability to work with sensitive information while maintaining strict confidentiality;
  • Ensure completion of goals and outcomes of programs and services.
