September 2015 IT Procurement Update

Five noteworthy developments in California state government IT procurement for the month of September.

Here are five noteworthy developments in California state government IT procurement for the month of September:

1. The California Department of Pesticide Regulation (DPR) on Sept. 16 released a bid seeking a system integrator for a new $6 million Pesticide Registration Data Management System. The department’s Pesticide Registration Branch says the modernized system is needed because the process currently leans on paper-based, manual workflow to manage registration for 13,000 pesticide products, renewals and new applicants. The new system will run on Windows-enabled servers and implementation will continue through 2017, according to state records. Final proposals to this bid are due April 8, 2016.


2. Judicial Council of California’s Administrative Office of the Courts released a RFQ on Sept. 10 pursuing a Web-based application to provide a secure and permanent storage solution and copy of all court notes. The courts’ present solution, Archived Court Reporter Notes (ACORN) is a Web-based system for storing reporter notes, dictionaries and transcripts in digital format for fast, secure access. It was originally developed for the Los Angeles County Superior Court in 1998 and is now used by nearly 80 percent of court reporters in California. Responses are due Sept. 28, 2015.


3. The California Energy Commission recently released a pair of bids. A) An RFP called Connecting Emerging Energy Tech & Strategies to Market Needs & Opportunities seeks a contractor to “provide market intelligence, analysis and expertise to support the commercial success of emerging energy technologies and strategies that can provide benefits to electric ratepayers in California’s Investor-owned utility service territories.” B) A separate RFP is seeking a vendor partner to develop and implement the Sustainable Energy Entrepreneur Development (SEED) Initiative, which will support early development of promising new energy concepts that can provide benefits to electric ratepayers in Pacific Gas and Electric, Southern California Edison, and San Diego Gas & Electric service territories. Responses to both opportunities are due Dec. 15, 2015.


4. The Department of Health Care Services also recently released a two bids; both are due Dec. 4, 2015. A) An RFP for CA Dental MMIS Fiscal Intermediary Services is looking for proposals for the takeover, operation and eventual turnover of the California Dental Medicaid Management Information Systems (CD-MMIS), and for auto-adjudication of claims and related documents while improving services to Medi-Cal Dental Program federal and state users of the system. B) Another RFP is seeking proposals from firms that are able to provide Administrative Services Organization (ASO) to support the Medi-Cal Dental Program.


5. On Sept. 4 the California Secretary of State’s office reissued a Request for Information seeking input from vendors for possible solution alternatives for Business Connect. The new paperless system, called Business Connect, was put on hold April 10 after the project’s system integrator — Santa Clara-based Bodhtree Solutions Inc. — proposed a 15-month delay that would’ve pushed the implementation date to late 2017. The Secretary of State said the delay was not acceptable, and the two parties “mutually terminated” the contract, according to the state. Responses to the reissued RFI are due Oct. 2, 2015.
