Shell Culp tapped to serve as acting chief deputy director of California Office of Systems Integration

Veteran tech professional Shell Culp has been asked to serve as acting chief deputy director for the California Office of Systems Integration (OSI). Previously, Culp was project director for the Unemployment Insurance Modernization Project (UIMOD), managed by OSI for the Employment Development Division (EDD). In this new position, she will also serve as agency information officer for California Health and Human Services Agency.

“There are lots of exciting activities around health information technology and health information exchange; I’m thrilled to be associated with this important work,” said Culp in an email.

OSI manages some of the largest IT projects for the State of California’s Health and Human Services Agency and EDD, including UIMOD, the Electronic Benefit Transfer (EBT) system to issue public assistance benefits, and the Case Management, Information and Payrolling System (CMIPS) which tracks case information and processes payments for the California Department of Social Services.

Culp, a proponent of OSI’s best practices in project management, procurement management and acquisitions management, says she looks for more opportunities to share these models. “It is gratifying to help other departments with these processes,” she said.

She has spent more than 20 years working in state IT programs, including serving as chief information officer at the California Department of Toxic Substances Control.
