There’s a new technology leader at one of the state’s independent statutory agencies.
The California Board of State and Community Corrections (BSCC), which will mark its first decade next year, has named Antonio Esmael as its new chief information officer. The board gives leadership in the areas of adult and juvenile criminal justice systems, provides expert assistance on public safety realignment, offers a clearinghouse for data and information, and is available for technical assistance on community corrections issues, according to its website, which describes it as agency-level.
Esmael confirmed to Techwire Friday via telephone that he joined the board as CIO on or around May 3. BSCC mounted a recruitment for the position, an IT supervisor II-level post, in March. Job duties included “leadership, analysis, programming, processing, technology operations and day-to-day supervision” of BSCC tech staff. The recruitment for the position, which has a monthly salary range of $7,263 to $9,731, closed March 19.
Internal BSCC records show that Esmael previously served as associate information systems analyst (AISA) in 2014, when he helped deliver a presentation on the board’s new website. Minutes from the board’s July 10, 2014, meeting indicate that with help from the governor’s IT staff, “BSCC’s AISA Antonio Esmael migrated the existing content from the BSCC’s old website to the new site,” which was mobile responsive and “more functional and user-friendly than the previous site,” with a new search function. Minutes from the Sept. 20, 2017, meeting of the State Advisory Committee on Juvenile Justice and Delinquency Prevention show Esmael then served as BSCC staff information systems analyst.
According to the website Transparent California, a service of the Nevada Policy Research Institute that provides searchable information on California public employee compensation, Esmael’s state career dates to at least 2013. Its records show him filling the role of assistant information systems analyst and subsequently rising to staff information systems analyst (specialist) in 2016 and to IT specialist I in 2018.
Esmael replaces former CIO John Painting, who joined the California Department of Aging in January as its chief technology officer.
