California Correctional Health Care Services (CCHCS) in seeking a deputy director (Career Executive Assignment) for IT Project Management, Administration and Acquisition Services. Applicants for this position must demonstrate an ability “to perform high administrative and policy-influencing functions effectively,” according to the job posting. This deputy director “provides leadership, guidance and strategic direction to staff in the Project Management, Administration and Acquisitions Services (PMAAS) Branch, and provides administrative advice to executives and business partners,” the duty statement says. “This branch encompasses the Project Management Office, IT Acquisitions and Contract Management, Budget Management, Portfolio Management and Governance, Invoice Payment, Asset Management, Enterprise Architecture, Policy Development, Human Resources and other administrative functions.”
The deputy provides leadership, management and strategic direction to support the department’s IT business and clinical needs, including oversight for acquisition of IT goods and services and “developing and implementing needed policies, processes and procedures to conform to state procurement policy, rules and regulations,” the duty statement says. In addition, the deputy leads and oversees the Project Management Office and the Portfolio Management and Executive IT Governance Board.
Desirable qualifications include:
- Demonstrated experience in data processing, hardware platforms, enterprise software applications, enterprise architecture and outsourced systems.
- Strong management and leadership skills, particularly in policy and program direction, and demonstrated ability to monitor workloads and accomplish stated objectives.
- Experience in the formulation and implementation of policies, procedures and programs related to IT.
- Experience in strategic planning, project management, budget management, quality assurance and program evaluation.
- Experience with systems design and development from business requirements analysis through day-to-day management.
- Knowledge of CCHCS’ organization, goals, functions and policies; an understanding of state administrative, legislative and budgetary procedures; and familiarity with current management trends, including customer service, business organization and operations and project management.

Other desirable qualifications include:
- Have specific knowledge of all electronic data processing equipment and its capabilities and interfaces between hardware and software; and have experience managing or directing the configuration, installation, maintenance, troubleshooting and implementation of large network data and telecommunications systems.
- Have management/supervisory skills, including communications skills, project management skills, and knowledge of IT services management. The incumbent must demonstrate the ability to work in a team environment.
- Perform at the mastery level and have a thorough grasp of emerging industry trends, technical issues, system components, protocols and architectures. The incumbent is recognized as an expert in his or her area of specialization.
- Demonstrate advanced leadership competencies. The incumbent works closely with the division’s management team “to develop tactical plans and process improvement initiatives directed at meeting the department’s business objectives and established performance measures,” the posting says. “To be successful in this arena, the incumbent is expected to possess an advanced level of knowledge of the department’s mission and business functions; to understand process management characteristics of ownership, measurement control, optimization, continuous improvement, definition, design and documentation; to understand project management principles; and to be customer-focused and service-oriented.
