State Agency Taking Applications for CIO Position

A large state government department is accepting applications for its CIO position, which comes open in December.

The California Department of General Services (DGS), which describes itself as “the business manager for the state of California,” is looking for a new chief information officer. Applications are being accepted through Jan. 8.

DGS, according to its website, oversees a wide variety of functions for state government: “procurement and acquisition solutions, real estate management and design, environmentally friendly transportation, professional printing, design and Web services, administrative hearings, legal services, building standards, oversight of structural safety, fire/life safety and accessibility for the design and construction of K-12 public schools and community colleges, and funding for school construction.”

Rebecca Skarr, the CIO since January 2014, announced last month that she’s retiring from the position.

The position is classified as a Career Executive Assignment (CEA), and the pay range is from $9,624 to $11,465 per month. The job description reads in part: “The CIO participates with DGS’ Management Team on major information technology policy issues that impact the entire department, manages and coordinates DGS’ offices’ technology planning and ensures coordination through implementation of solutions to meet business goals while adhering to compliance requirements. In order to effectively plan the strategic and operational technology goals for the department, the CIO chairs the DGS Information Technology Governance team. In addition, the CIO oversees conformance with security, privacy and HIPAA laws and regulations, including the monitoring of systems and infrastructure for suspicious activity, managing information security incidents, performing security assessments and architecture design reviews, and establishing policies to ensure the integrity and security of all information assets.”

Skarr, in an interview last month with Techwire, wished her successor well: “Appreciate the tremendous opportunity! You absolutely have the best IT team, your business partners want to work with you, and you have outstanding support from both executive staff and the agency. It’s a place where efforts materialize in completed projects. You will never find a better team!”
