State Commission Recruiting for Chief Technology Officer

The California Student Aid Commission seeks a CTO with hands-on tech skills and knowledge, as well as experience in managing vendors and contracts.

The California Student Aid Commission (CSAC) has reopened its recruitment for a chief technology officer (IT Manager I) to serve as chief of the Operations Branch.

CSAC describes itself as “the principal state agency responsible for administering financial aid programs for students attending public and private universities, colleges, and vocational schools in California.” It strives to make post-secondary education affordable for all Californians.

The CTO “is a hands-on technology professional responsible for the direction, oversight, and operation of the commission’s Operations services,” the job posting says. “Directly and through subordinate resources, the incumbent provides expert consultation on complex, technical IT-related issues and provides leadership and direction to a diverse group of IT professionals and contract staff with different skill sets.”

The posting adds: “Must possess strong communication and customer service skills and work collaboratively with internal program partners, vendor personnel, and external control agencies. The incumbent must have a working knowledge of project management best practices and methodologies as well as project management experience. Experience includes the management of projects, supporting process development and management, estimation techniques, requirements management, system/applications/software analysis and design, testing and implementation. The incumbent supervises technical staff at the senior, staff and associate specialist levels.”

Desirable qualifications include:
  • You approach IT solutions from a security-first perspective.
  • You have experience with cloud services, Office365, JIRA, GitHub, SharePoint and ServiceNow.
  • You have experience with enterprise service support (help desk).
  • You have knowledge of server administration.
  • You have experience with managing contracts and vendors.
  • You have experience in infrastructure support and network management.
  • You have a basic understanding and experience with project management.
  • You have knowledge and experience in process development.
