State Controller’s Office


Chief, Business Systems Bureau (IT Manager II)
$11,056-$13,439 per month

The Business Systems Bureau chief forms policy related to the department’s software development and maintenance services and participates in strategic planning for the critical business systems of the SCO. The incumbent has a leadership role in modeling and ensuring that core values are a foundation of Information Systems Division behavior. The position focuses on software engineering; however, work may be assigned in other domains as appropriate. Key duties include:
  • Providing oversight and direction to the IT managers over the SCO’s Business Systems Management and Application Development and Maintenance Support sections
  • Working with the CIO, bureau chiefs and business partners to develop and manage a strategic plan to ensure the achievement of program goals and to accomplish work plan goals
  • Delivering presentations to various levels of executives, management and staff; attending training, conferences and seminars; researching and keeping current on trends in application development and IT

Supervisor, Enterprise System Support (IT Supervisor II)
$8,256-$11,063 per month

The incumbent supervises the Enterprise System Support unit, including the technical activities of those who support mainframe/data center enterprise system software, and is responsible for researching, recommending the purchase of and supporting modern enterprise software products for replacing and/or to work in conjunction with current mainframe/data center software.

The supervisor must possess fundamental technical knowledge of mainframe operations, telecommunications, web administrative services, security protocols, enterprise engineering and architecting, disaster recovery and business continuity planning, OS concepts, technical tools, etc. The manager will also oversee department/data center coordination and billing.

Key duties include:
  • Overseeing data analysis, cleansing and conversion, code promotion, technical documentation and customer report development in connection with the department and data center billing and budget
  • Supervising staff that perform or facilitate software changes, release management, test and development environment security, legacy interfaces, software development and mainframe system administration for the data center
  • Facilitating the department’s mainframe disaster recovery (DR) activities and directing the efforts of DR staff and overseeing testing functions including planning, system regression and coordination of user acceptance tests, and ensuring security access to department data

Cloud Developer and Database Administrator (IT Specialist II)
$8,374-$11,220 per month

The incumbent supports the mission and the CDPH strategic plan by creating customer-focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture and standards; and effectively providing efficient services. The specialist serves as a solution architect and developer and supports multiple IT systems, applications and databases, on-premise and cloud solutions.

Duties include:
  • Working as an experienced cloud developer, developing new cloud solutions and/or existing solutions, migrating on-prem solution to cloud and performing maintenance and support
  • Leading IT systems support and projects and maintaining working knowledge of various industry trends and technology solutions
  • Proactively learning new concepts, understanding system-to-system relationships and interfaces, and maintaining cooperative working relationships with business partners and the IT team to identify goals and objectives
  • Participating in meetings and documentations and providing status reports; completing work assignments in an effective, accurate and timely manner
