In a request for quote (RFQ) for IT services released Tuesday, the California State Controller’s Office (SCO) indicates it is looking for a contractor “to configure the out-of-the-box Asset Management and Configuration Management Database (CMDB) capabilities for the BMC Helix Information Technology Service Management (ITSM) cloud environment, utilizing SCO existing Foundation Data, Application Data, and reporting and transactional data.” Among the takeaways:
- Services needed include “gap analysis, configuration, integration, implementation and knowledge transfer services for SCO.” The office moved recently to “the BMC Helix ITSM cloud environment,” and is now implementing the asset management module and related components. Ultimately, BMC Helix Asset Management will replace SCO’s on-prem Hewlett Packard Asset Manager, which it now uses to manage hardware and software life cycles.
- Deliverables will include a project schedule, a management plan and a solution design and architecture document containing items including a database review and information on installation, application configuration and data migration as well as expected user loads. In the area of configuration management, the contractor selected must establish a “central repository for information on SCO enterprise assets” and how they relate to each other, activating a “central repository to reconcile and normalize configuration items”; and enabling dashboards and reporting. The contractor must also “identify the activities that are necessary to adopt the BMC Helix ITSM solution” and “address the data elements required to support the new process and capabilities.”
- Minimum qualifications for key staff are at least five years’ experience “implementing ITSM systems to align with organizational business processes” with at least three years of that in a lead capacity. Desired qualifications for key staff include at least four years’ experience configuring and implementing BMC Helix ITSM cloud environment Asset Management module and at least two years’ experience with the module. Key staff should also have at least three years’ experience with BMC Atrium CMDB and migrating data into it, and at least three years’ experience “integrating Microsoft System Center Configuration Manager with BMC Atrium CMDB.”
- The precise contract value is not stated, but the contractor selected and project manager must ensure work doesn’t exceed the maximum value without an amendment. The contract term is one year, set to begin June 30 or on approval, whichever is later, and it may be extended for up to one additional year. No work can start until the contract is fully executed. Written questions are due Tuesday, and SCO responses are expected April 27. Bids are due by 2 p.m. May 4 and will be evaluated May 5-7. Interviews, as needed, should happen May 10-12, and a notice of intent to award is expected May 13. The anticipated contract award date is May 21.
