State Controller’s Office Recruiting for IT Manager, Specialists

The State Controller’s Office (SCO) is recruiting for three IT leadership positions.

The office is seeking a technical manager (IT Manager II) to help lead the state’s California State Payroll System (CSPS) Project, which the job posting and duty statement describe as “a modern solution for human capital management (HCM) including core HR functionality (position control, personnel administration, benefits administration, time management, and travel and expense management) and payroll with employee self-service and streamlined business processes using innovative technology solutions.”

“The CSPS technical manager is a key member of the CSPS executive leadership team and through subordinate managers is responsible for overseeing all CSPS technical activities related to planning, design, development, implementation and system maintenance and operations systems,” the duty statement says. “The CSPS technical manager’s scope of responsibility includes system and data interfaces, system security, system architecture, system environments, software development or configuration activity, and data conversion for the CSPS Project.”

The technical manager “must demonstrate the highest level of expertise in leadership, design, development and configuration of highly complex technical systems, in System Development Lifecycle (SDLC) practices, waterfall and agile system implementation methodologies, change control practices, and customer service,” the statement says.

The position has a monthly salary range of $10,167 to $12,359, and the application deadline is July 6.

SCO is also recruiting for two IT Specialist I positions, both of which include the following desirable qualifications: PMP certification or comparable project management education or training; experience as a project manager leading cross-functional teams; and IT background or experience.

Each specialist will work “independently as a leader performing activities related to the Project Management Lifecycle (PMLC), System Development Lifecycle (SDLC) and Project Approval Lifecycle (PAL),” says the job posting for the two positions. “The IT project manager is a liaison to the SCO program partners and technology teams and independently performs management and oversight of all phases of the project management and system development life cycles to ensure efficient and effective delivery of unique IT products, services or systems.”

The posting adds: “As a member of the Project Management Office (PMO), the incumbent may advise, mentor, train and/or provide guidance and support to information technology projects that affect the State Controller’s Office. In addition, the incumbent provides maintenance and operations support of PMO policies, procedures and standards. To support these responsibilities, the incumbent must demonstrate the highest level of expertise in project management techniques and System Development Lifecycle (SDLC) practices, the Project Management Lifecycle (PMLC), CA-Project Management Framework (PMF), and an understanding of customer service concepts.”
