State Departments Open Recruitment for Chief, Lead Data Architect, Security Specialist

The open positions are in the Employment Development Department, the Department of State Hospitals and the Department of General Services.

The Employment Development Department (EDD), the Department of State Hospitals and the Department of General Services are recruiting candidates for key leadership roles in technology.

EDD is seeking a chief (IT Manager II) for the Enterprise Security Operations (ESO) Section, part of the Infrastructure Services Division (ISD), to take on strategic planning and leadership, budgeting and resource management, team management and talent development, and technical oversight.

“The incumbent will play a key role in collaborating with the ISD chief and other executive-level management to formulate business strategies and plans related to technology use,” the job posting says. “Additionally, the incumbent must justify, defend, negotiate and resolve significant or controversial issues.”

Desirable qualifications for the role include:
  • Five years of IT leadership and management experience
  • Experience with enterprise endpoint information security management
  • Knowledge of best practices in IT service management (e.g., incident, problem, change management)
  • Knowledge of identity and access management tools
  • Knowledge of security appliances and tools such as web application firewalls, web content filters, and intrusion prevention/detection systems

EDD is also seeking a lead data architect (IT Specialist III) to serve “as an IT visionary and technology guru who will help to craft and implement mission-critical enterprise products.”

The job posting says: “EDD is in the process of establishing a broader set of integrated shared services leveraging new and some existing technologies that support EDD’s benefits operations. The EDD is currently seeking a data architect to help lead the technology strategy in enterprise architecture and build out the end state architecture aligning with the business goals and future state vision for EDD’s program.”

The posting adds: “Under general direction of the EDDNext Technical Innovation Section chief, the incumbent will be responsible for helping to lead design efforts; define end-to-end architectures; oversee and perform research studies and presentations that include recommendations and instructions for proposed implementations; formulate logical descriptions of problems; and recommend optimum solutions.”

The Department of State Hospitals (DSH) is seeking a security specialist (IT Specialist II) with experience in network, server, storage, operating system, database, program, hardware and software.

Responsibilities of the role, according to the job posting, include security aspects of the initiation, design, development, testing, operation and defense of IT data and environments to address sources of disruption, ranging from natural disasters to malicious acts; and the architecture, design, configuration, operation and maintenance of systems/discovery and planning, design, configure, administer, and sustaining the operation of a defined system.

DSH operates six facilities in California, and the position may require up to 5 percent travel to any of them. They are Atascadero State Hospital in San Luis Obispo County, Coalinga State Hospital in Fresno County, Metropolitan State Hospital in Los Angeles County, Napa State Hospital in Napa County, Patton State Hospital in San Bernardino County and the Sacramento headquarters in Sacramento County.

The Department of General Services (DGS) is recruiting for a product lead (IT Specialist II) to manage software-as-a-service (SaaS) products for procurement and other divisions, including products such as eMarketplace.

The incumbent “performs configuration, infrastructure, storage and day-to-day support activities” and also works as part of the Enterprise Architecture team to develop a SaaS technology strategy and road map, the job posting says.

  • What is your experience implementing commercial off-the-shelf software (COTS) applications in a cloud environment? Include the cloud services you have worked with and your role.
