State Departments Seek Candidates for Specialty IT Positions

Positions in recruitment include cybersecurity compliance officer, network and security architect, section chief and senior project manager.

The California State Transportation Agency (CalSTA) and the Department of Cannabis Control (DCC) are seeking candidates for some key positions.

CalSTA is seeking a cybersecurity compliance officer (IT Manager II) to direct “complex privacy activities” in alignment with CalSTA departmental chief information security officers and managers and supervisors throughout IT areas as well as Business Program management. “This position oversees cybersecurity compliance activities at all CalSTA constituent divisions and departments,” according to the job posting and duty statement. “The compliance activities are performed by a variety of IT managers, supervisors, their staff, state contractors, business program staff, managers, supervisors and contractors.”

CalSTA encompasses the state’s key transportation departments, including the California Department of Transportation, the California Highway Patrol, Department of Motor Vehicles, the High-Speed Rail Authority and the Office of Traffic Safety.

“The incumbent provides the leadership for the development and continuous improvement of people, processes and technology to support CalSTA cybersecurity compliance activities,” the duty statement and job posting state. Duties of the position include leadership (35 percent), policy and reporting (30 percent), planning and remediation (30 percent) and analysis and other duties (5 percent).

The position has a monthly salary range of $10,421 to $12,668, and the application deadline is July 14.

DCC is seeking to fill three positions: network and security architect, section chief and senior project manager.

The network and security architect (IT Specialist III), reporting to DCC’s chief information officer, “independently plans, organizes and completes activities related to the research, development, implementation and support of the server, network, storage and security environments” of DCC, the job posting says. “The incumbent is responsible for providing support and oversight of the department’s entire server, firewalls, network, storage and security environments including both headquarters and remote computing locations supporting the department.”

Among the required technical knowledge for the role are these:
  • Firewalls
  • Intrusion prevention systems
  • Risk assessment technologies and methods
  • Unix/Linux
  • Windows Server
  • Active Directory
  • Networking and networking protocols
  • Security standards and security protocols

DCC is also seeking a section chief (IT Manager I) to direct the development, implementation and support for DCC’s Enterprise Services Office (ESO), which “provides and maintains (IT) solutions, ensures various systems’ physical and logical security and researches and develops new technology.”

ESO provides desktop support, web services, net/server services and telecom services, according to the job posting. The section chief ensures the department’s information management strategy is maintained in alliance with the business strategic plan and assists in the development of IT policies. The section chief also serves as part of the management team.

Applicants will be required to provide a statement of qualifications that responds to these questions:
  • What are the characteristics of an effective state IT help desk unit?
  • What role should an IT operations unit play in facilitating updates to current technology or adoption of new technology?
  • Describe how you effectively work with vendors and ensure they are meeting their contractual expectations.

Last, DCC is seeking candidates for senior project manager (IT Specialist II) to oversee activities related to the development, implementation and support for DCC’s Project Management and Admin Office (PMAO) and Information Technology Services Division (ITSD).

According to the job posting and duty statement, responsibilities of the role include:
  • Enterprise project lead (75 percent): “Lead the efforts for ITSD projects and collaborate with clients and staff involved in implementing the solution(s).”
  • Project portfolio management (20 percent): Serve as DCC’s expert in the implementation and utilization of the project portfolio management tool that will be the primary source of project data for the department.
  • Administrative (5 percent): Coordinate meetings and presentations and perform other related duties as assigned.

The position has a monthly salary range of $7,893 to $10,576, and the application deadline is July 10.
