State Entity Seeks Online Standards Database

The California Department of Industrial Relations is looking for IT companies to help it connect employees online to frequently used state and federal standards and codes.

The state entity responsible for protecting workers’ health, safety and economic well-being is seeking assistance from IT companies to improve its own access levels to vital documents.

In an Invitation for Bid (IFB) released June 16, the California Department of Industrial Relations (DIR) seeks responses from contractors to provide online access to federal Occupational Safety and Health Administration (OSHA) safety health standards, National Fire Protection Association and American National Standards Institute codes, plus other federal and state building and safety codes. Among the takeaways:

  • The online access will be for the northern and southern offices of the Division of Occupational Safety and Health (DOSH) at DIR, to the state and federal standards. DOSH Research and Standards uses those standards to produce new and rewrite existing Title 8 regulations, according to the IFB. The division’s compliance officers also use the standards to ensure employers provide a safe and healthy workplace for employees.
    “Without this online database, the division’s inspectors would not be able to gather evidence needed of violative conditions in the workplace and thus would not be able to support citations to employers for violations in the workplace,” according to the IFB.
  • General qualifications include two years’ experience “accessing and providing standards and code documents” within the state; and the ability to demonstrate a verifiable web-based platform for up to 200 users, with up to 25 users per session requesting reports. Bidders may be called on for a demo before any contract award. Qualifications also include the ability to provide a help desk for employee assistance and training for DOSH staff on the portal’s use.
  • The contract’s exact value is not stated; its term will be three years starting in July. Estimated contract dates will be July 22-July 21, 2024. Written questions are due by 4 p.m. Wednesday; responses will come by 4 p.m. June 29. Proposals are due by 4 p.m. July 6. Bids will be reviewed July 8, and an intent to award is expected July 14.
