State Hospitals Department Seeking Project Director

Experience with change management is among the desirable qualifications for this executive role, which includes oversight of applications related to health-care technology and electronic health records.

The California Department of State Hospitals (DSH) is recruiting for a director (Career Executive Assignment) of its Electronic Health Record Project, “an integrated ecosystem of person-centered, data-driven applications designed to support a spectrum of health-care services for all DSH patients.”

“This job is a unique opportunity to serve in an executive leadership role to ensure the success of this health-care technology initiative,” the job posting states. “DSH is committed to the creative and optimal use of technology,” and the incumbent will provide “executive and strategic leadership to direct, manage and support … EHR and related projects with updated technology broadly supported by the industry.”

The director will serve as “the primary liaison between key legacy system staff, operational leadership and the end-user community,” and will oversee development of educational and training programs and the development of reporting functionality.

Desirable qualifications for the position, according to the job posting and duty statement, include:
  • Well-developed communication and exceptional interpersonal skills with the organization’s executive teams, external partners, vendors and control agencies. In addition, experience presenting ideas, conclusions, and other information effectively, both orally and in writing, and communicating technical issues to both technical and non-technical audiences.
  • Knowledge of and experience in the principles of health-care IT industry standards, best practices, technology implementation planning and coordination including but not limited to project management and data security.
  • Knowledge of the large hospital system operations and functions. Demonstrated experience in the development and implementation of broad and impactful health policies and programs in the area of data analytics, interoperability, data sharing, or other strategic methods of leveraging data. Functional understanding of how those policies and programs may be applied in the Department of State Hospitals.
  • Experience in developing and implementing policies, programs and procedures and resolving complex problems. Experience and background in health policy, the health-care industry, and business strategies. The ideal candidate will have worked in a health-related governmental or private-sector position with experience in a leadership role during an electronic health-care record implementation.
  • Experience implementing an industry-leading electronic health record within a large health-care system with multiple locations. Experience managing the strategic rollout of an electronic health record or similarly impactful technology on schedule and within budget. Experience managing resources, training, infrastructure and devices as part of an electronic health record implementation.
  • Ability to communicate effectively and work collaboratively with a team of clinical subject matter experts to ensure clinical business needs are addressed in a manner that will promote adoption of electronic solutions. Experience leading and aligning diverse programs and promoting a positive team environment while encouraging collaboration; and knowledge and experience in transformational leadership.
  • Knowledge of foundational principles, best practices and industry standards of organizational change management as well as the ability to lead a large organization through the change management process. Experience leading, building and retaining a team of exceptional professionals, with a track record for identifying successful change management strategies and leading a team that executes them. Ability to think strategically and function effectively as a member of a top management team.

The monthly salary range for this position is $7,781 to $13,657, and the application deadline is Feb. 17.
