Armstrong has more than 20 years’ experience in the public and private sectors, and she’s held a series of key roles since joining state government in 2003. She started with the California State Teachers' Retirement System (CalSTRS) as a project manager. Subsequent roles included chief information security officer for the Department of Child Support Services; business partner executive with the State Controller’s Office for the Financial System of California (FI$Cal) project; project director for FI$Cal; executive director of CDT’s Project Management Office; and, her most recent role, deputy chief project officer for CDT.
That position, a Career Executive Assignment (C.E.A.) Level C, will be filled after a recruitment, said CDT spokesman Bob Andosca. Her last day will be June 12.
The director of CDT, state CIO Amy Tong, told Techwire in a statement Friday: “While I congratulate Tamara on her new position, she will be greatly missed at the California Department of Technology. I thank Tamara for her service and wish her well on behalf of the entire CDT family."
In her LinkedIn profile, Armstrong describes her position this way:
“In my role, I provide executive leadership and oversight to the state’s multibillion-dollar portfolio of large-scale, high-profile initiatives and projects to ensure that the State of CA’s investment in IT results in expected business outcomes. I also provide executive vision, leadership, and management to the planning, approval, procurement, and execution of IT projects and solutions.”
Armstrong has a Master of Business Administration degree in technology management/electronic business.
