State, Local Governments Recruiting for Tech Leader, GIS Specialist

The positions are within the California Department of Developmental Services and the Norman Y. Mineta San Jose International Airport.

A state health department and a local government transportation facility are recruiting to fill key technology and geographic information roles.

Both positions are located in Northern California — one is at a state department in Sacramento County and the other is at a linchpin Silicon Valley municipality.

The California Department of Developmental Services is seeking to hire a chief technology officer (IT specialist III) to focus on “providing direction, policy and procedures that are in line with the Department’s Information Technology (IT) Strategic direction.”

The executive will work under the direction of the deputy director/chief information officer, assisting him with “strategic and tactical technology planning” and will be responsible for the department’s “technical roadmap” to meet its existing and future tech needs. The CTO will ensure the department’s technology is “highly responsive, highly available and changes in lockstep with the business” and must be a “change agent” in leading technical teams. The position calls for a candidate capable of setting the department’s “direction, development, and oversight of the strategies and environment” and bringing technical oversight management to enterprise-level IT projects.

Desirable qualifications for the role, according to the job posting and duty statement, include:

  • A “high degree of knowledge at the technical principal level” in IT architecture practice and methodology.
  • Knowledge of developing an enterprise-level technology architectural framework and technology architecture domains.
  • Knowledge and abilities in IT security, service-oriented and event-driven architecture, systems design, technology integration, infrastructure platforms/protocols, research and development methodologies and IT operational service management.
  • Knowledge of applicable data privacy practices and laws.
  • The ability to become an expert in “lines of business, programs, and goals” and develop “appropriate technical solutions” for that business’s requirements.
The position has a monthly salary range of $8,700 to $11,659, and the application deadline is Aug. 31.

The Norman Y. Mineta San Jose International Airport (SJC) in San Jose is seeking to hire a geographic information systems (GIS) specialist I/II to work under the direction of the senior geographic information systems specialist and function in an “integral role” in the airport’s planning and development division.

The job is a “data-focused position,” according to the job posting on LinkedIn and on the city’s website, and the candidate selected will be charged with “creating, managing, and ensuring the integrity of enterprise GIS datasets” and supporting enterprise-level and airport departmental GIS projects and applications. Respondents must be committed to “building and maintaining quality GIS data,” and have strong cartographic design skills.

Essential duties include:

  • Preparing and verifying GIS databases using GIS and associated software.
  • Collecting data using a GPS receiver and mobile devices.
  • Fulfilling requests for GIS data, analysis, maps or reports using appropriate GIS tools and adhering to city protocol.
  • Supporting departmental GIS users on workflow automation, data conversion, map production, training and troubleshooting.
  • Developing or modifying web pages and web map applications and mobile applications via Google Maps API, HTML5, JavaScript and other mapping technologies, APIs and libraries.
Desirable qualifications include a bachelor’s degree from an accredited college or university in geographic information systems, engineering, computer science, management information systems, mathematics, physical science, geography, urban planning or a “closely related” field. A GIS or GISP certificate from a certifying body acceptable to the city is highly desirable and may substitute for one year of “increasingly responsible” experience in computer programming, geographic information systems or transportation planning. Candidates must complete and pass a “fingerprint-based criminal history records check” before being considered, and the job also requires a Transportation Security Administration (TSA) check.

The annual salary range is $70,281.12 to $85,612.80 for the GIS specialist I and $85,831.20 to $104,591.76 for the GIS specialist II. Prospective candidates must complete an application via the city of San Jose’s website. The application deadline is 11:59 p.m. Aug. 29.
