State Oversight Entity Seeking Chief Technology Officer

The chief technology officer advises the commission’s IT leaders on major policy decisions that affect the department’s computing infrastructure, including desktops, servers, storage and backup hardware and software, security, applications and software standards; communication networks; Internet standards; equipment acquisition, installation and maintenance; and statewide technology.

The California Public Utilities Commission (CPUC) is recruiting for a chief technology officer (CTO).

The position is key, as the CTO (IT Manager II) advises the commission’s IT directorate on major policy decisions that affect the department’s computing infrastructure. That portfolio, according to the job posting, includes desktop, servers, storage and backup hardware and software, security, applications and software standards; communication networks; Internet standards; equipment acquisition, installation and maintenance; and statewide technology for CPUC facilities.

The role has numerous responsibilities, according to the job posting and duty statement:
  • Develops strategic planning policy for IT infrastructure systems statewide. Works with headquarter programs and external agencies to guide department staff on IT projects.
  • Develops, implements and monitors innovative customer service and support strategies to meet departmental business needs.
  • Develops and implements strategies to ensure division employees are trained to meet IT challenges and exceed customer expectations.
  • Develops and implements program action plans and budgets to support the department’s strategic goals and objectives.
  • Establishes and maintains department policies related to computing infrastructure. Develops policies, standards and best-use business practices for networking, operations, systems, applications, security, endpoint personal computing devices, office automation and computer facilities.
  • Organizes the work and staff of the Information Technology Services Division. Establishes management control systems and performance targets.
  • Advises and/or acts for the CIO on all information technology matters and responds to inquiries from legislators, public agencies and the private sector.
