Two state government agencies — one, a bulwark that oversees 10 state entities; the other, an entity rebranded last fall — are recruiting for significant technology and security positions.
The California Government Operations Agency (GovOps), which oversees 10 state entities including the California Department of Technology, is seeking an agency information officer (AIO). The successful candidate will be a permanent replacement for 30-year veteran state executive Andrew Armani, AIO at two of the state’s biggest entities — GovOps and the Business, Consumer Services and Housing Agency. Armani’s last day was June 30 and in an acknowledgement of the vastness of his role, it was divided; BCSH elevated longtime staffer and executive Jason Piccione, the chief information officer at the Department of Consumer Affairs (DCA), to be its AIO in December. Justyn Howard, GovOps’ deputy secretary, fiscal policy and administration, is serving as its acting AIO.
GovOps’ AIO reports directly to Agency Secretary Yolanda Richardson and is generally charged with “overseeing the information technology functions and governance policy development within the Agency,” as well as working with CIOs and IT offices across the agency to coordinate “equipment, staffing, telecommunications and technology,” to maximize the use of resources. “In protecting the Agency’s information assets, the executive is responsible for adhering to information security and risk management policies,” according to the job listing, which was posted Thursday.
The position is a Career Executive Assignment. Its job functions according to the duty statement, which is accessible through the job listing, include 35 percent advising Richardson, the undersecretary and department CIOs on “significant policies centering on business processes, operational programs, and information technology resources” and formulating, analyzing and interpreting IT business processes and programs. There’s also 35 percent providing high-level expertise in developing legislative and budget proposals and new IT programs, and participating in the development of proposed legislation to assess the impact of IT on business processes and programs; and 25 percent planning and administering IT resources, reviewing IT strategic planning documents and monitoring IT project plans.
The position has a monthly salary range of $10,360-$12,341 and the application deadline is March 8.
The Department of Financial Protection and Innovation (DFPI) — renewed in September by Assembly Bill 1864, which renamed it from the Department of Business Oversight and expanded its scope — is seeking a senior information security officer. This is an information technology specialist II classification and while it is only a “limited term” position for 12 months, the job could become permanent, according to the job listing, which was posted Friday.
The senior information security officer will work under the department’s chief information security officer (CISO) to ensure DFPI IT systems are guarded against threats “through use of security awareness training, compliance assessments, and automated technical tools … .” The successful candidate will also be responsible for leading the department’s response to privacy and security incidents involving “potential loss, theft, and misuse of IT assets or confidential data”; ensuring compliance with state and federal regulations; and overseeing risk and security assessments.
The position’s duties include 40 percent information security engineering/client services, such as developing access control systems and policies; and conducting penetration and vulnerability testing, according to its duty statement, which is accessible through the job listing. The duties also include 40 percent managing and serving as audit and assessment contact lead, and lead in proactive security measures; and 15 percent client services including assisting the CISO in implementing and monitoring the department security training program, and serving as backup chair on the IT Security Change Advisory Board.
The position has a monthly salary range of $7,365-$9,869 and the application deadline is Feb. 19.
