State Recruitments Include Manager, Senior Developer

The Franchise Tax Board and the Employment Development Department are accepting applications for these roles.

Two departments in state government are seeking candidates for roles requiring expertise and leadership skills.

The Franchise Tax Board (FTB) is recruiting for a manager (IT Manager I) for the Security Operations Center to work with FTB’s assistant chief security officer in planning, directing and coordinating the day-to-day functions and operations of the SOC, including incident response, vulnerability management and threat hunting programs.

“We are looking for a self-motivated individual, who enjoys learning and collaborating with others, to lead and manage a team of security professionals who are responsible for ensuring the department’s Security Operations Center (SOC) is in compliance with all cyber security laws at the state and federal level,” the job posting says.

Desirable qualifications for the position, according to the job posting and duty statement, include:
  • Strong technical knowledge of operating systems, application development, infrastructure, cybersecurity controls and standards
  • Strong technical knowledge of California and federal laws, policies and regulations and procedures applicable to data confidentiality, security and privacy
  • Strong knowledge of the organization and operations of the department’s programs and how they relate to and support other programs within the department
  • Experience managing or leading 24x7 operations
  • Experience in a cybersecurity/information security role, such as security vulnerability assessment, security event analysis and threat hunting, and/or security incident response
  • Security technology (firewall, anti-virus, web security, data loss prevention) administration

The position has a monthly salary range of $8,591 to $11,512, and the application deadline is Feb. 20.

The Employment Development Department (EDD) is seeking a senior data analytics and report developer (IT Specialist II) who’s looking for “a fast-paced and challenging position that will provide you with extremely valuable Business Intelligence (BI) and Data Analysis and Reporting experience, extensive variety, and frequent exposure to managers and staff” in the department’s IT Branch, according to the job posting.

“The incumbent will possess technical expertise and will lead the development of data strategies, research in the use of BI tools, and the establishment of BI standards and practices,” the posting says. “The incumbent will provide vision and guidance for the continued development of the Departmental BI Data Analytics and Reporting environment.”

Duties of the role include:
  • Gathering analytics or reporting customer requirements and providing reporting platform recommendations and technical guidance for the design, development, testing, implementation and maintenance of enterprise-wide BI initiatives
  • Performing complex data analysis and modeling, and hands-on complex cross-platform data integration package and report development
  • Identifying and enforcing security practices to ensure the safety of confidential information
  • Advising customers on most appropriate tool use for various scenarios
  • Leading and providing BI technical assistance and training for all the department’s branches
  • Maintaining knowledge of customers’ business processes, data and transactional applications

Desirable qualifications include:
  • The “ability to produce technical documentation that helps people understand and use a product or service” and to “clearly explain technologies, processes, and products to customers”
  • High degree of initiative, independence of action, and originality
  • Demonstrated experience establishing cooperative relationships with diverse business partners
  • Demonstrated experience in BI solutions development in collaboration with business customers and other technical domain experts using Microsoft SQL Server and SSIS, programming language such as SQL Query, Python, and Tableau report creation, or other reporting and analysis software
  • Demonstrated experience with complex data analysis and integration
  • Demonstrated experience in diagnosing and resolving system problems
  • Demonstrated experience in planning, designing and implementing data models, DataMart, and data warehouses
  • Cloud experience is highly desirable, and AI and machine learning experience is a plus
