State Tech Recruitments Include Deputy CIO, Lead Analyst

The California Housing Finance Agency (CalHFA) and the Employment Development Department (EDD) are seeking candidates for leadership roles.

CalHFA is seeking candidates for a deputy chief information officer (Career Executive Assignment) who will be responsible for directing, coordinating, organizing and controlling the development and operation of the agency’s information systems and related technology solutions. The IT Division comprises four units: Information Security and Exchange, Application Systems Development and Support, Technical Support Services (Infrastructure and Network), and IT Operations (IT Project Management, Procurement, Budgets and Workstation Support).

Duties of the position, according to the job posting and duty statement, include oversight of IT operations (45 percent), policy management (20 percent), “organization vision, advising and strategic planning,” (20 percent), administrative and other (15 percent).

The housing agency, which is part of the California Department of Housing and Community Development, makes low-rate housing loans through the sale of taxable and tax-exempt bonds.

The role has a monthly salary range of $11,435 to $13,623, and the application deadline is May 30.

EDD is recruiting for a project portfolio lead analyst (IT Specialist II) within the Enterprise Strategies and Project Management Office to “engage in complex activities supporting the department’s IT project portfolio management, collaborating with key stakeholders.”

The analyst, according to the job posting and duty statement, “will contribute to the development of project workplans, implement project portfolio management oversight, and serve as a project manager for intricate IT assignments. This role offers exposure to a diverse range of projects and frequent interaction with managers and staff in the IT Branch.”

The job posting states: “If you have a background in planning, coordinating, and directing data processing activities, along with the ability to collaborate with interdisciplinary teams, your contributions will be highly valued. Showcase your logical and creative reasoning skills through effective presentations, both orally and in writing. Be a key player in an environment that values your diverse skill set and encourages professional growth.”

Desirable qualifications for the role include:
  • Applied knowledge of Capability Maturity Model Integration (CMMI) process areas.
  • Experience in overseeing activities related to enhancement releases and defect repair releases in a large-scale statewide system operations environment.
  • Attainment of reputable certifications such as Project Management Institute (PMI) Project Management Professional (PMP) and PMI Agile Certified Practitioner (PMI-ACP).
  • Familiarity with AWS, SaaS, Salesforce, ServiceNow, and SnowFlake.
  • Proficient in the project management life cycle, including state project management standards, methodologies, tools and processes.
