Systems Integration Office Seeks Portfolio Manager

The recruitment calls for a manager who can serve as an adviser for project directors, project managers and chief information officers in departments within the California Health and Human Services Agency.

The state Office of Systems Integration, a large-budget entity within state government, is recruiting for a portfolio manager (IT Specialist I) to advise departments within the California Health and Human Services Agency (CHHS) and provide guidance and consultation for IT projects within the agency’s project portfolio.

“OSI’s mission is to procure, manage and deliver technology systems that support the delivery of health and human services to Californians,” the office’s website says. OSI “provides project management, oversight, procurement and support services for a multibillion-dollar portfolio of high-criticality projects.”

The job posting contains a lengthy list of job functions for the position, including:
  • Provide guidance and consultation to CHHS departments’ project directors, project managers and chief information officers (CIOs) regarding the planning and execution of IT projects.
  • Perform research and analysis of administrative policies in terms of impact to the CHHS departments.
  • Gain the confidence and support of senior managers within CHHS departments and control agencies; provide awareness of project risks and issues and the impacts of such; and help develop mitigation strategies.
  • Analyze complex problems and recommend effective courses of action and prepare and review reports.
  • Assist CHHS departments in applying the principles of the agency Information Strategic Plan and the agency’s overall governance.

Criteria for candidates include:
  • Demonstrated ability to establish and maintain effective and beneficial relationships on behalf of CHHS, both internal and external.
  • Project Management Professional (PMP) certification, and/or Certified Scrum Master (CSM).
  • Ability to plan, organize, facilitate and coordinate projects operating under strict guidelines and time frames.
  • Ability to facilitate meetings and workshops, as well as prepare and deliver presentation materials and information.
  • Strong leadership and an ability to create a clear vision, set goals and expectations, encourage leadership and foster initiatives at all levels, and use of sound judgment in managing complex and varied programs.
