Tech Moves: FI$Cal, NASCIO, Culp, Cloud RFI and Golfing for Veterans

This week California hosted the National Association of Chief Information Officer’s (NASCIO) annual conference held in San Diego.  Two California agencies won national recognition:  CalPERS for its Public Employer Readiness Team that helped launch the $500 million my|CalPERS project, and the Department of Food and Agriculture for its Video Interact Project.  Being a NASCIO winner includes having your team’s video played at the awards ceremony.   Hosted on the association’s YouTube channel, the 2-minute or so videos are great to watch, sometimes even funny or odd.  See CDFA’s video here and CalPERS’ here.

Important reports released at the NASCIO conference included:

The 2012 Deloitte/NASCIO Cybersecurity Study says that just less than one quarter of state chief information security officers are very confident in their states’ ability to guard data against external threats.

The NASCIO, TechAmerica and Grant Thornton 2012 annual survey of state chief information officers is thorough and informative.  Titled “Advancing the C4 Agenda: Balancing Legacy and Innovation,”  the group’s third survey analyzes how state CIOs are dealing with new, ever-changing technologies while at the same time providing essential IT services to states.

In non-NASCIO news, there appears to be some leadership changes on the FI$Cal project – no longer listed on the org chart is CIO and Deputy Director Barney Gomez , who has been replaced by David Duarte (Acting), says the project’s website.  Also, IBM has won a $3.2 million contract to advise the FI$Cal project on “ERP advisory services,” according to state records.  Stay tuned for more on these items when we hear back from  FI$Cal executives.

Congrats to Office of Systems Integration Chief Deputy Director Shell Culp for being appointed permanently to the position in which has served in an acting capacity since last year.   Prior to last year, Culp was project director for the Unemployment Insurance Modernization Project (UIMOD), managed by OSI for the Employment Development Division (EDD).   Culp also serves as Agency CIO for the Health and Human Services Agency.

A component of the much anticipated OTech Cloud Services procurement is out.  Last Thursday, the agency released a Request for Information (RFI) to learn more about costs and to establish a list of interested vendors.   See this week’s Roundup newsletter for more information.
