Technology Agency aims for efficiency with new protocols for state IT projects

The California Technology Agency released new protocols for state IT projects this week that they hope will allow for greater efficiency and reduced paperwork in government.

The changes were detailed in Technology Letter 12-1, released earlier this year, and Technology Letter 12-17, released on Monday. The first letter announced the elimination of the Information Technology Procurement Plan (ITPP), which was a way for departments to determine what kind of contract would best fit the project. In order to fully replace what used to be in the ITPP, the letter also announced improvements to the Feasibility Study Report (FSR) format and instructions.

The second letter further clarifies the changes made to the FSR in order to fully provide the information that used to be included in the ITPP.

"We believe these changes will continue to allow both agencies [California Technology Agency and California Department of General Services] to continue to be a resource for their customers and reduce their administrative burden," said Christine Lally, the assistant secretary of legislation and communications at the California Technology Agency.

FSRs are used to summarize what the IT project is, whether the government will be contracting the project to private companies, and the proposed budget for the project.
