Tracking the Spend: $17.8M for State Controller’s 5 Top IT Service Buys in H1 2024

The State Controller’s Office (SCO) spent just less than $18 million on its five largest purchases of IT services in the first half of 2024.

The State Contracting and Procurement Registration System shows SCO spent $17,812,012 on those purchases from Jan. 1 through June 30. Those expenditures included a property management system, software services and IT services related to the California State Payroll System project. The contracts were:
  • $10,263,691 for an unclaimed property management system, in a competitively bid four-year contract with Kelmar Associates LLC that runs from March 15 through March 14, 2028.
  • $5,000,000 for a five-year contract with the California Department of Technology for IT services specifically related to the California State Payroll System project. This contract, running from June 28 through June 27, 2029, was non-competitively bid because it’s an intra-agency transaction.
  • $956,800 for PeopleSoft software design, development and implementation in a one-year contract that began June 17. The contract was awarded under master agreements with West Advanced Technologies Inc.
  • $940,521 for “software upgrade and maintenance image centre for Warrant Imaging Services,” in a five-year, non-competitively bid contract with Fidelity Information Services LLC that began June 24 and runs through June 23, 2029.
  • $651,000 for a five-year contract for subscription and transaction services from Accurint, which provides tools for fraud detection and identity verification. The contract, awarded under a master agreement with RELX Inc., began Jan. 1 and runs through Dec. 31, 2028.
SCO’s $17.8 million spend represents a significant increase from its corresponding purchases in the previous six-month period, from July 1 through Dec. 31, 2023, which totaled $5,838,119.
