Tracking the Spend: $18.4M for Technology Office’s Top Five Contracts in Q3

The Office of Technology and Solutions Integration spent that sum on its five largest contracts for IT services in the third quarter of the year. One of those contracts was with another entity within state government.

The state Office of Technology and Solutions Integration (OTSI) spent $18.4 million on its five largest contracts for IT services during the third quarter of the year.

According to the State Contracting and Procurement Registration System, OTSI (formerly known as the Office of Systems Integration and part of the California Health and Human Services Agency) spent $18,462,228 on such services as tech support and consulting, project management and advisory services. One of the five contracts was with the state Employment Development Department (EDD).

The five contracts — all except one of which were awarded to a small or medium business — were for:
  • $8,153,600 for strategic communications support services in a California Multiple Award Schedules (CMAS) contract with The Highlands Consulting Group LLC. The Aug. 4 contract runs through Aug. 3, 2027.
  • $5,200,000 for IV&V (independent verification and validation) services related to the California Healthcare Eligibility Enrollment and Retention System (CalHEERS), in a July 1 contract with Calstate Management Group Inc. that runs through June 30, 2027. The contract was an IT Master Service Agreement (IT MSA).
  • $2,965,248 for project management and technical support in a July 24 contract that runs through July 23, 2026. It was an IT MSA contract with Oak Technical Services LLC.
  • $1,231,650 for a July 1 contract with Cinnovx for technical advisory services that runs through June 30, 2026. It was an IT MSA award.
  • $911,730 for services related to a Sept. 1 agreement with CalHEERS, in an interagency agreement with EDD, in a contract that runs through Aug. 31, 2026.
