Tracking the Spend: $2.5M for High-Speed Rail’s Top 5 IT Services in 2024

Those purchases included technical assistance, environment optimization, research materials and digital video production services.

The California High-Speed Rail Authority (HSR) spent just more than $2.5 million on its five largest purchases of IT services in 2024.

According to the State Contract and Procurement Registration System, HSR spent $2,533,527 on those buys, which included technical assistance, environment optimization, research materials and digital video production services. The five largest buys were:
  • $850,000 to Guidehouse Inc. for “expert technical resource assistance” from Feb. 27, 2024, through Feb. 28, 2025.
  • $750,000 to Alexan RPM Inc. to “Lead the optimization & transformation of the authority's AWS environment; work with authority engineers, technical staff and partners to design architecture and solutions to help deliver an operating rail system and provide support for apps and end-users.” The contract was awarded Nov. 1 and runs through Dec. 31, 2025.
  • $631,723 for “e-Builder Enterprise Gov Edition” for core platform and up to 500 users. The contract was awarded to Taborda Solutions Inc. on March 21 and runs for one year.
  • $201,804 for West Publishing Corp. to provide editorially enhanced legal research materials; coverage of news, business, financial and general information; and a comprehensive collection of public records. The Aug. 16 contract runs through June 30, 2028.
  • $100,000 for audio/visual, live web streaming and video production services to support HSR board meetings and other public events. The Oct. 24 contract with VideoVets runs through Dec. 31, 2026.
In addition, HSR had four other contracts for IT services in 2024, ranging from $4,620 to $43,161.

This month, U.S. Rep. Kevin Kiley, R-Rocklin, introduced a bill to eliminate federal funding for the high-speed rail project — a significant source of its budget.

The High-Speed Rail Authority is planning a two-day industry forum this month for vendors, experts and other interested parties to hear from the Authority’s new CEO, Ian Choudri, and other senior government leaders. More information about the Jan. 30-31 event can be found online.
