Tracking the Spend: $4.6M for HCAI’s Five Top Purchases of IT Services

The Department of Health Care Access and Information spent significantly less in 2023 than the $6.6 million spent on IT services during the previous year.

The California Department of Health Care Access and Information (HCAI) spent $4.6 million on its five largest purchases of IT services during 2023 in fulfillment of its purpose, which is “expanding equitable access to health care for all Californians.”

According to the State Contracting and Procurement Registration System, HCAI spent $4,637,527 on its five largest buys of services. They included:
  • $1,309,500 for Office of Health Care Affordability support services for FY 2022-2023, in an April 17 contract with Onpoint Health Data that runs through June 30, 2025.
  • $950,000 for ServiceNow information technology in a June 30 contract with Kovarus Inc. that runs through Dec. 31, 2025.
  • $900,000 for Microsoft Dynamics design, development and implementation services in a July 5 contract with KPMG LLC that runs through June 30, 2024.
  • $750,000 for IT consulting services with KPMG LLC in a June 30 contract that runs through June 29, 2025.
  • $728,027 for Esri software, maintenance and support services for Year 1 of a contract with Optm that began Sept. 20 and runs through Aug. 24, 2025.

By way of comparison, HCAI spent $6,619,918 on its five largest purchases of IT services during 2022.
