Tracking the Spend: $7M for Secretary of State’s 5 Biggest Buys of IT Services in Q2

Those five contracts were for services including consulting, subscriptions and a management plan for independent verification and validation (IV&V).

The California Secretary of State’s Office (SOS) spent just over $7 million on its five largest buys of IT services in the second quarter of 2024, with the majority of that sum going to one vendor.

From April 1 through June 30, SOS spent $7,018,005 (with rounding) on services including consulting, subscriptions and a management plan for independent verification and validation (IV&V). According to the State Contracting and Procurement Registration System, the purchases included:
  • $5,600,000 for “Phase 1 deliverables” with CGI Technologies and Solutions Inc. The contract was competitively bid and had a start date of June 24.
  • $621,896 for an IV&V management plan in a June 14 contract that was awarded to Technology Management Solutions Inc. under the IT Master Services Agreement (IT MSA).
  • $500,000 for consulting services related to data cleansing, transformation, and migration for the NAP 2.0 Project (Year 1) in a June 21 IT MSA contract with Lunar Systems Inc.
  • $174,900 for consulting services related to the VoteCal Security Assessment in a May 10 contract with Public Consulting Group LLC that was awarded under the California Multiple Award Schedules (CMAS).
  • $121,209 for an annual subscription with Secure Smart Solutions LLC in a June 9 competitively bid contract.

By way of comparison, SOS spent roughly $3,254,921 on its five largest buys of IT services in the corresponding period of 2023.
