Tracking the Spend: Public Health’s Spend on IT Services

The California Department of Public Health spent $8,599,425 on its five largest purchases of IT services from July 1 through Sept. 30. Buys included consulting, software and cloud services.

The California Department of Public Health (CDPH), part of the California Health and Human Services Agency, spent a little more than $8.5 million on its five largest buys of IT services in the third quarter of 2023.

According to the State Contracting and Procurement Registration System, CDPH spent $8,599,425 on its five largest purchases of IT services from July 1 through Sept. 30. During the second quarter, the department spent $7,229,148 on corresponding purchases.

During the third quarter, CDPH’s five largest IT services contracts were:
  • $3,715,419 for “Planning Initiatives for Future of Public Health” in an Aug. 31 master agreement with Gartner Inc.
  • $2,920,420 for Esri software, maintenance and support services for Year 1 of a contract running from Aug. 25 through Aug. 24, 2026, in a competitively bid contract with Optm
  • $1,207,680 for a Genetic Disease Screening Program information system, maintenance and operations, in a non-competitively bid contract running from July 1 through June 30, 2026, with Mosaic Data Solutions
  • $691,740 for a client billing management system, in a non-competitively bid contract running from July 1 through June 30, 2026, with Sutherland Healthcare Solutions Inc.
  • $64,166 for Year 1 of NC4 Risk Center (incident alert system) in a non-competitively bid contract running from Sept. 7, 2023, through Sept. 14, 2026, with Everbridge Inc.
In the 2022-23 fiscal year, CDPH spent $121,096,843 on IT services, according to a dashboard compiled by the California Department of General Services, which tracks state spending. That represents 5.48 percent of department spending. During the same period, CDPH spent $54,774,786 on IT goods, about 2.48 percent of total spend, and $9,948 for telecommunications.
