Two Departments Were Biggest State Buyers of IT Goods in FY24

The California Department of Corrections and Rehabilitation and the California Highway Patrol together made up almost half of the state government’s $156,660,946 total IT goods spending during Fiscal Year 2023-24.

The California Department of Corrections and Rehabilitation (CDCR) and the California Highway Patrol (CHP) together accounted for the 10 largest purchases of IT goods in Fiscal Year 2023-24, which runs from July 1 through June 30. The state Department of General Services, which publishes the data on dashboards, categorizes IT purchases as “IT Goods” and “IT Services,” with more specific categories aligning with the United Nations Standard Products and Services Code (UNSPSC).

Seven of the 10 largest purchases of IT goods were made by CDCR, which is the nation’s second-largest prison system (Texas has the largest). The other three purchases were by the CHP. Those expenditures, along with their UNSPSC code, as well as the amount of total spend and the percentage that represents, are as follows:
  • $14,805,087 by CDCR for “business function specific software”; 9.45 percent
  • $10,926,278 by CDCR for “Computer services — Software maintenance & support”; 6.97 percent
  • $9,762,894 by CHP for “Computer services — Software maintenance & support”; 6.23 percent
  • $9,487,595 by CHP for “Computer services — Software or hardware engineering — Internet cloud storage srvcs”; 6.06 percent
  • $8,919,767 by CDCR for “Computer Equipment — Computers — Notebook computers”; 5.69 percent
  • $7,242,933 by CDCR for “Computer Equipment — Computers”; 4.62 percent
  • $6,794,801 by CDCR for “Educational or reference software”; 4.34 percent
  • $6,576,113 by CDCR for “Computer Equipment — Computers — Desktop computers”; 4.2 percent
  • $5,832,992 by CDCR for “Network service equipment — Network switches”; 3.72 percent
  • $4,669,707 by CHP for “IT Telecom — Personal communication devices — Two-way radios”; 2.98 percent
These 10 purchases total $75,255,273 — almost half of the $156,660,946 total spent by state departments on IT goods during FY24.
